Proposal #7 Keeper Eligibility
MLB new rule doesn’t allow FA compensation to the team losing a player to FA the following year if that team acquired the player during the season. For example, the Sox add Roy Oswalt in July, he then leaves for FA. The sox wouldn’t be able to get compensation.
I’d like to apply this to SOT. For example, Mike Carp, was picked via FA in 2011. My rule, which would be imposed in 2013, wouldn’t allow DMB to keep Carp on this roster, making him a FA in next years draft.
I haven’t thought this out at all, but wanted to get it down on paper for all to discuss.

So all players picked up as a free agent during 2012 would go back into the draft for 2013?

So what happen if you trade Carp can that team keep the player or does he still go back into free agency?
A carp type player in 2012 was added to DMB in May as a FA. No matter what, this player wouldn’t be eligible for you keeper list. The theory being you can only keep players that have been drafted on draft day. This doesn’t include the spice draft, as those are technically FA pick ups in week 2.

My thoughts on this are:
It would definitley beef up the draft the following year. I think that is a good thing considering the draft is thin.
Though, with this rule guys like Zobrist and CJW wouldn’t be on TRC right now. I’m sure there are other examples like this for other teams I just don’t know any off hand. And with this, a team could lose a player like this that was plucked off of waivers or added on the Free Agent list and then another team in the follow year’s draft would be able to select said player and keep him for as long as they desire. I’m not sure I like that affect of this rule but I appreciate the idea and who knows, maybe I’m in the minority as I’d probably be against this initially.
It’s tricky, and I understand MLB teams take a risk trading for players that is heading into free agency but the also have the ability to try and retain that player if they choose. This rule could really kill trade value and hand cuff owners that wanted to make a deal
We have 160 farm guys in SOT. If we miss a couple guys (H. Alvarez) in the draft, I’d rather see that player in the following years draft than on some team in the basement hanging the top of the FA priority list.
All current guys would be grandfathered in. We could use this in 2012 going forward.
Yuck.
Then why not make it so owners can’t just hang out at the top of priority for weeks. The rule doesn’t just effect missed prospects it effects every free agent picked up whether you are at the top or bottom of priority.
I understand you want to see those guys in the draft but it’s a little bit of SOL for all free agents

This rule would only be imposed on farm eligible players.
Doesn’t that tip the balance in favor of teams competing for the money? I would think that the last place teams gains very little picking up a player like Alverez if they can’t keep him. Where as a team in first place is willing to risk losing that player if it helps them stay on top
We don’t allow teams to add Farm guys in Sept. Same holds true for players just drafted in MLB. This would fall in line with those current rules. Again putting emphasis on the draft.
I kinda like this proposal. Need to think about it a little more. But in general I dont like teams hanging on top of the priority list. I think Mikes amendment makes the field a lot smaller and might only affect a few guys a year max. I might even be for ALL players picked up as FA’s.
In Sept we can’t pick them up at all, from April to August you are saying pick them up but you can’t keep them. Those are not the same rule.
Maybe your proposal should be no first year players can be picked up as free agents. Not sure I would be in favor of this.
I wish we could make the draft deeper but with reserve list 20 farm hands, options it’s gonna be tough. We also have a 25 man roster proposal that’s would further effect free agency and the draft
I understand the emphasis on the draft. Our draft isn’t just thin because players like Alvarez get picked up as free agents, rules like C/DH, 20 minor leaguers, and a 10th pitcher spot have are effecting both free agency and the draft. Now we have a proposal for a 25th roster spot which will make free agency even thinner, and the potential that you can’t even keep players you picked up. I really think this handcuffs team not competing for the money.
I’m up for looking at ways to adjust out keepers eligibility rules as a way to enhance the draft and free agent pool. I’m not sure, as presently constructed, this is the best way to do it. Maybe with some tweaks we can find something. There hasn’t been more then maybe one or two guys a year at the most lately who have been worthwhile free agent pick ups and those guys tend to emerge out of nowhere or they would have been drafted.
Do you mean the All Star Break rule for picking up a minor leaguer?
Yes. Still undecided on this but don’t mind it as much anymore. Which is why I said to disregard what ever I said earlier
